“Being an effective instructor”

An instructing officer is a key player in the legislation drafting process. The forum will explore the role of the instructing officer in preparing drafting instructions for policy changes that require new legislation or changes to existing legislation and the relationship with the drafter to produce legislation that gives effect to the new policy.

The forum will be hosted by Ms Alison O’Dwyer, Senior Assistant Parliamentary Counsel with the WA Parliamentary Counsel’s Office

Who should attend?

The forum is open to all public sector employees working in the policy area, particularly those who have a significant role in preparing drafting instructions. The forum will be of interest to those keen to develop their policy function capabilities in ‘strategic alignment’ as identified in the Policy capability framework.

In particular:

  • understand the existing legislation, political framework and policy environment and work flexibly within it
  • understand and operate within agency and whole-of-government strategic policy direction.

There will be an opportunity during the forum to meet and network with other policy practitioners and to learn from the sharing of ideas and experiences.
